Message First run with controller off so about 14psi = 383.23hp 341.04 tq

second run with controller on low and lowered the timing and gained 10hp (still base boost but controller gain and all set)

third run at 18psi and timing retarded still = 374.61hp 374.53tq

So I am lost about whats going on!
Before dyno i did:
1) fixed the vacuum leak on passenger turbo
2) ran boost leak test showing small leak on drivers side same problem
3) checked plug and gap .040
4) changed oil (used 20W 50 castrol syntec with lucas)
5) ran seafoam
6) checked timing (set initially at 15)
Need some help here I think!!!
